Japan is ramping up efforts to tackle the persistent issue of anime and manga piracy with a cutting-edge solution powered by artificial intelligence. The new system, proposed by the Japanese Agency for Cultural Affairs, aims to streamline the detection and removal of pirated content while safeguarding the multi-billion-dollar industry.
AI-Powered Detection System in Development
The proposed initiative involves a significant investment of 300 million yen (approximately $2 million) to develop an AI-powered piracy detection system. According to reports from NHK, the system will be designed to automatically locate websites distributing pirated anime and manga content, reducing the need for manual monitoring by rights holders.
This innovative tool will also simplify the process for content owners seeking to remove unauthorized broadcasts, making it more efficient and cost-effective to combat piracy.
How the System Works
The AI detection system will use official content as a baseline to identify unauthorized copies. The algorithm will be trained to recognize pirated material by comparing it against legitimate works, ensuring accurate detection of counterfeit media.
In addition to identifying pirated content, the AI will analyze advertisements displayed on pirate websites to pinpoint counterfeits and trace their origins. This dual capability is expected to significantly enhance the ability to dismantle illicit operations.
Commenting on the initiative, Japanese authorities emphasized the importance of leveraging technology in the fight against piracy:
“Detecting hacked sites by the human eye has its limitations, as it is time-consuming and expensive. We want to develop effective countermeasures to reduce the number of pirated sites and protect rights holders.”
However, the system is still in its early stages. Its funding is contingent upon parliamentary approval, and development will require additional time before it can be deployed. Once operational, its effectiveness in curbing piracy remains to be seen.

The stakes are high for Japan’s anime and manga industries. Piracy costs these sectors approximately 2,000 billion yen annually, equivalent to over $13 billion. The financial damage extends beyond Japan’s borders, as anime and manga enjoy global popularity, making piracy a worldwide challenge.
A report from the Authorized Books of Japan (ABJ) underscores the international nature of the problem. Among the 1,200 pirated sites identified in February 2024, only 24% featured Japanese-language content. In contrast, 38% of the sites were in English, 14% in Vietnamese, and 6% in Chinese, reflecting the widespread demand for pirated material across diverse linguistic audiences.
